Since this would be the first upload to Debian of the package, there's no 
need for the version of the package to be *-4. Also the changelog should 
mention only "Initial release (Closes: #nnnn)" (where nnnn is the ITP bug it
closes [0]) for the same reason. Since there is already an RFP [1], you 
have to rename it to "ITP ..." and change the owner to yourself.
If you resolve this issue I'll be glad to create the git repo for you (no 
need for DD priviledges for this).

To join the team you should request to join the pkg-multimedia team from 
alioth [2] and wait for an admin to add you to the group.

Please read the Debian Multimedia Team policies [3] if you haven't done it 
yet and welcome :D
