It's a corner case. If everything goes right, dpkg takes care of
providing the file. In this case, the user (he has contacted me before
privately) has somehow deleted this file and ended up with no file at
all.

What we could do: check for file existence, and if it's missing, copy it
over from /usr/share.

Let me come up with a patch...
