Normal approach: Let debian/compat contain "7" and edit debian/control 
to have a tightened build-dependency on debhelper to at least version 7.

Funky CDBS approach: Copy debian/control to debian/control.in, edit 
debian/control.in to include the magic build-dependency @cdbs@, and 
invoke "DEB_MAINTAINER_MODE=1 debian/rules clean".

Then @cdbs@ gets expanded to build-dependencies resolved by CDBS, 
including the proper (unless you do something unusual requiring even 
tighter dependency) dependency on debhelper.
