I do believe they are both needed: I believe that "Replaces" do not 
magically solve collissions between multiple concurrently installed 
packages providing same files (conffile or not).


But as I said earlier, I might be wrong.

(I shall try ignore any and all responses to this email now - I made my 
point already, and should concentrate on my theater work now)
