Yes, you can get the packages for Ubuntu already from
https://launchpad.net/~gstreamer-developers/+archive/ppa/+packages?field.name_filter=&field.status_filter=published&field.series_filter=lucid

Just drop the latest changelog entry and you have the Debian packages
that I'll upload ;)
