Bug#557563: audacity: Hi/Low Pass filters don't work

I tested audacity 1.3.12-2 with white noise. The Hi-Pass filter works as
expected. The Low-Pass filter works in most cases. Only with 12 dB it
gave a spike. Attached the screenshot of the frequency spectrum before
and after the 12 dB Low-Pass filter. Let's report this upstream.
