There is a script /git/pkg-multimedia/setup-repository on
git.debian.org, which creates a new repository and enables the
appropriate commit hooks.

I usually first setup the repository, clone from it, do my work and then
push back to git.debian.org.

Have you looked at our wiki and didn't find this piece of information?
If yes, could you perhaps add/link/... this information at the place
where you would have expected it?
