For Debian packages we should...:
* Avoid stripping during build
* Strip during install if DEB_BUILD_OPTIONS does not contain nostrip
More details - and example code - in Debian Policy v3.9.1 §4.9.1.
(too lazy to find a URL - I read /usr/share/doc/debian-policy myself)
