As bug report says it is reproducible in ru_RU.KOI8-R (as well as in
all other non-utf8 locales I tested), not in the locale used by
reportbug.

(I tested non utf-8 locales upon stumbling on utf8-specific bugs.
And yes, I usually double check locale settings by running other
programs like "locale", "date" or "locale --help" in the same
terminal.)

The bug is about this support already broken in VLC 1.1.3 and
1.1.9. (I did not test 1.1.11 yet.)
