Beware that copyright+license in the _header_ section does not mean the 
same as when listed as an initial wildcard files section.

I am not entirely sure what the listing in the header section means, but 
believe it is something like "upstream project claims generally for 
their project as released as a whole", i.e. it is _not_ the _actual_ 
source licensing mandated by Debian Policy but most useful for 
Debian-native packages and only a spiffy add-on for others, as it only 
vaguely indicates how upstream believe it is sensible to _relicense_ the 
contained source.

In other words, I believe all actually stated copyright claims and their 
related licensing *must* be represented in a "body" section.

So if you are lazy and want to list the least possible: Use an initial 
wildcard files section and avoid listing copyright and licensing in the 
header section.

I recommend to treat the contact notice _not_ as an integral part of the 
licensing note (as Debian Policy requires that to be included verbatim), 
move it to the comment (to clearly indicate such treatment), and replace 
it with the newer style reference to the FSF _web_ address (to avoid 
having to update it each time the organisation moves physical location 
for their headquarter and lintian gets added some whining about it).
