[SCM] liblo/master: Fix capitalization of project name, and mention in long descriptions.

First I noticed the Perl library mentioned at the front page of the 
upstream project website is called Net::LibLO - and then I saw that in 
the introductory phrase at first it is called liblo but later in same 
text LibLO:

The NEWS file in the upstream tarball contain this as first sentence:
