i don't understand that.
*when* is it wrong to release it as 1.1.0~dfsg?
what is *it*? (i assume gmerlin-avdecoder, not gmerlin, but want to make
sure)

huh, svn?
what are you talking about?

ah i think i start to understand: could it be that you read my
"libgmerlin which is not yet uploaded (nor 100% ready afaict)" as:
"there is no upstream release yet, that fulfills the build-depends of
gmerlin-avdecoder"?
this is wrong, the gmerlin team has done a release of "everything under
the control" just recently.

what i meant to say is: there are a couple of different source packages
prepared right now for debian, which interdepend.
you will need some binary packages of the sourcepackage "gmerlin" if you
want to build the sourcepackage "gmerlin-avdecoder".
i consider(ed) the source-package "gmerlin-avdecoder" to be ready for
inspection.
otoh, the source-package "gmerlin" is (afaict) not ready for uploading
to debian yet. once it is ready (hopefully within the next days),
uploading it will satisfy the build-depends of "gmerlin-avdecoder", and
only then "gmerlin-avdecoder" schould be uploaded.
