While I basically agree to the last point, this answer does not address
my comment above.
(I'm not qualified to comment on 1., and I'm glad about 2.)

It is not clear to me that the reasons for which the package has been
removed in September 2010 have been addressed. Explaining them in a new
ITP bug seems a great idea to me.
