checked those. What I was looking for is
http://wiki.debian.org/DebianMultimedia/DevelopPackaging

"You can use the setup-repository script in /git/pkg-multimedia to
create the bare repository ..."

Now, how do I get access? My username on alioth is x42-guest and has an
ssh-key; but it does not allow me to ssh into
pkg-multimedia.alioth.debian.org nor git.debian.org

Permission denied (publickey).

why wouldn't I?

Upstream does not provide tar.gz releases [anymore] and neither adds
version tags to git (but they're commented on in the readme.txt).
