Is libav feature-complete?

I've had a brief look at this and am not sure if it's suitable for 
less experienced members. It seems to be forked off of x264 and the 
build system still contains most of the flaws that we mangled out in 
the course of our packaging process (incomplete list of archs that 
require PIC in shared libs, reliance on version.sh, etc.).

Apart from this, there is already a native AVS decoder in libav and 
the number of people who need to create AVS-encoded content seems to 
be low enough. At least there has not been a single feature request 
regarding xavs or AVS encoding in general that I know of. Maybe not 
worth the time (yet).
