We shouldn't even attempt to touch legal ground. Just tell the users 
where they can find more information, e.g. 
<http://www.videolan.org/developers/libdvdcss.html>, and that they are 
using it at their own risk.

Yes, I meant the changelog as a whole.

No, the actual libdvdcss package (is that what you refer to as guest 
package?) should have dh_installchangelogs install NEWS instead of 
Changelog.
