Right — Users upgrading from Squeeze will get to Wheezy (with
pre-wheezy, I meant "during the Wheezy release cycle) and will have
the ruby-ecasound package installed. When they upgrade from Wheezy to
Jessie, the transitional package will no longer be necessary. So, it's
safe to remove it now.

Debian does not support directly upgrading from release x to x+2, so
users upgrading from Squeeze will anyway go through Wheezy.
