[SCM] x42-plugins/master: Exclude mipsel from build.

If you request removal from unstable and testing, then upload to
unstable with Arch: all and it FTBFS on mipsel, it will nevertheless
migrate to testing, because there was no previous package available for
mipsel in testing then and thus the FTBPS is not coinsidered a
regression. 

Is this right?
