Currently bug-presubj contains this:

This is not grammatically correct English. I think this better:

"
If the bug you are about to report is not Debian specific, please
consider reporting it to the upstream developers at:
 sox-devel at lists.sourceforge.net
"

As a side note (since I guess this is a maintainer decision), I think
that telling users in general to report bugs upstream is a bad idea.
Often it is difficult to tell if a bug is Debian specific. I does depend
on how accepting an upstream is - I know quite a few upstreams which do
not like bugs reported for older versions which Debian often uses.
