[debian-mysql] MySQL package patches

Hello,

I am sending you a two little patches I think could be useful for the MySQL
package:

- mysql_5.1_libndb.diff adds the libndb to the mysqlclient16 package
(otherwise it ends up in mysql-server-5.1 which is not useful)
- mysql_5.1_downgrade_info.diff adds some downgrade infos to the downgrade
check to inform users on how to downgrade their MySQL
