Okay I think I have to come clean on what my concern is - the library 
packages. The detailed lintian reports and several bug reports indicate 
issues with the packaging of libraries. I have never packaged a shared 
library (Perl does NOT count)  before and I am not yet up to speed with 
all the details. So I would like to see those issues resolved and be 
able to verify before and after. This is one reason - for me at least - 
for treating the modernization of debian/rules as a high priority. Now 
at least I have a much better understanding of how debian/rules hangs 
together.

Of course this is meant to be a team. Anyone else can contribute in any 
way they are able. If someone steps in and fixes those issues and I say 
"okay I will consider an upload", then my responsibility changes. I am 
no longer responsible for fixing the issues, merely judging whether the 
contributor has fixed them. I can question the contributor to satisfy my 
doubts - and of course I learn on the way.
