First of all this bug is not specifically in mysql-common but spread 
across most of the binary packages. However with that caveat this might 
not be a bad place to store the bug.

Secondly the aspiration of shell agnosticism is worthy and commendable.
It only seems to be the Debian stuff as far as I can see so it would not 
be impractible.

However it seems to me unwise to attempt it at the moment, with MySQL in 
Debian very low on resources.
