[debian-mysql] Redesigning the /var/lib/mysql/*.flag thing

Hello pkg team!

For the record, this topic was discussed in the Ubuntu Online Summit
session today, notes at

We agree that the lines 65-89 in the server preinstall script
(http://anonscm.debian.org/cgit/pkg-mysql/mysql-5.5.git/tree/debian/mysql-server-5.5.preinst#n65)
inherited from older mysql packaging and still around in mysql-5.6 and
mariadb-10.0 needs to die. Exact details on directory names, symlink
usage etc are still open, but definitely worth solving.

Next step is that Robie will make a prototype and I'll then review the details.
