[debian-mysql] debian folder in mariadb upstream

Hello!

The packaging in upstream MariaDB is legacy and what we have done in
Debian is a much updated and improved version. The goal is to
eventually upstream our packaging work into upstream. I don't think
10.1 packaging upstream will change anymore, so the efforts will go
into the upcoming 10.2.

I the the upstreaming every once in a while, but progress is a bit
slow. At the moment the bottle neck is review at upstream. For example
this has been pending since July:

If upstream does some changes, we have to review from change to change
why they were made, and if the Debian version needs to repeat those
changes or not. There is no general rule apart from the long term goal
of upstreaming current Debian to eventually make them identical at
Debian and upstream.
