Mea culpa, this is not a solution:
> - using 'character-sets-dir=utf8mb4'.

> - the one you suggested 'loose-default-character-set=utf8mb4';
This is a solution, and you can also just comment it:
'# default-character-set=utf8mb4';'

Problem is that this impacts other mysql clients program.

So one suggestion would be to make 'mysqlbinlog' recognize
'default-character-set' option.
