As I stated in the start of pkg-mythtv there are a couple of options:

I have a patch for mythtv to use twolame (which is in debian) for layer II 
encoding.

What is needed is a patch to use something like libmad to replace liblame and 
perform the mp3 decoding. (work required on 40_libmad.dpatch)

Isaac Richards (upstream mythtv) has said that he is against packages which 
break large portions of functionality (ie just disabling lame). Thus we need 
to do some work to get libmad to replace the functionality of liblame, then 
we might be in a position to approach upstream again.
