[Pkg-nagios-devel] Bug#284618: nagios-text and nagios-plugins have a circular dpkg-configure dependency

Installing nagios-text and nagios-plugins fails as 
nagios-text cannot be configured becuase it depends on 
nagios-plugins and nagios-plugins cannot be configured because 
it requires /etc/init.d/nagios provided by nagios-text.
The system exhibiting this bug is running woody with nagios-plugins &
nagios-text backported from backports.org.
