the maintainer scripts for nagios are... "legacy" code to put it
lightly.  one of my current projects is cleaning these scripts up.

as far solid suggestions:

- please open a bug against nagios with as much information as you
  can provide, including versions of relevant packages.  this helps
  us keep track of what to focus on :)
- try to dpkg-reconfigure your version of nagios, which may let you
  re-specify the debconf settings.
- try tarring up your /etc/nagios, completely purgeing nagios,
  reinstalling, and massaging your config back in.  this should only be
  your last resort
