it's possible that the latest version isn't building with the right
options and is ignoring a config.  try running an strace on the
nagios daemon to see if it's even trying to open the file.  i'll
take a look at the latest package i'm uploading to see if it's
a problem there too.

but in any case, for issues like this you should probably use the BTS,
or at least the pkg-nagios mailing list (who i'm cc'ing in this mail).
