this is true.  it's also worth noting that the quality of many of the
plugins in this directory is suspect, and with some there are even
possible security-related issues.

maybe a compromise would be to ship the contrib subdirectory as a
tarball in /usr/share/doc/nagios-plugins as a set of "examples", since
most would need some customization anyay?
