Hi,

check_nagios is almost silently not built if /proc is not mounted
during build. almost silently, because ./configure says that
check_nagios is not going to be built, but that quickly scrolls by,
and the build process finishes.

debian/rules should check for a mounted /proc and fail with a clear
error message if /proc is not mounted to avoid this pitfall.
