this is by design.  in the interest of erring on the side of safety, we don't 
ship setuid root plugins.  i'd *swear* that we had documented this in 
README.Debian, but now that i look i don't see anything about this.

anyway, you can override the permissions for the files manually, by using 
dpkg-statoverride, which will preserve changed permissions such as u+s across
package upgrades.

would it be okay to close the bug after updating the docs to reflect this, or 
would you prefer to leave it open as wishlist/wontfix?
