[Pkg-nagios-devel] Bug#689601: icinga-common doesnt set check_external_commands to 1

When I ran apt-get install icinga-common and chose to set allow external commands to 1, it didnt take, check_external_commands was still set to 0 when the installation was done.
dpkg-reconfigure icinga-common and chosing yes there took though and its working as it should. Just need to have it do this at the installation aswell.
