there: /usr/share/doc/pnp4nagios/examples/ssi/status-header.ssi

Okay it's not PNP who is doing the SSI, but rather the webserver...
nevertheless this is a common technique not special to e.g. Apache...
So I think that having a:
/usr/share/pnp4nagios/ssi
or perhaps a:
/usr/share/pnp4nagios/external/ssi
wouldn't be an unclean solution.

Which has the even bigger disadvantage that people typically won't
inherit changes to this file on package upgrades.
