[Pkg-net-snmp-devel] unstable: net-snmp uninstallable with libsmi2-common

This conflict was added to prevent overwriting files of libsmi2-common by
MIBs downloaded from the internet.

You could either install libsmi2-common from experimental or wait for
5.4.2.1~dfsg-4 which was uploaded today. As now downloading MIBs is done
by a different package, i removed the conflict again.
