[Pkg-net-snmp-devel] Bug#561864: snmpd: Fails to install if not using shadow passwords

I don't use shadow passwords and snmpd consequently fails to upgrade:

Setting up snmpd (5.4.2.1~dfsg-5) ...
chage: the shadow password file is not present
/usr/bin/chage failed with return code 15, shadow not enabled, password aging cannot be set. Continuing.
chage: the shadow password file is not present
dpkg: error processing snmpd (--configure):
 subprocess installed post-installation script returned error exit status 20
Errors were encountered while processing:
 snmpd

I believe other packages that have had similar problems simply ignore
problems from chage, but I'm not an expert.
