It appears that the extreme slowness is due to ftp.ietf.org being overloaded and refusing most connections. After I changed the first line of /usr/share/mibs/Makefile.mib to RFCHOST = http://www.rfc-editor.org the download process only took a few minutes. -- Daniel Schepler
