Hello,

I can confirm this also on my GNU/Linux routers.

As Sven indicated, this has been fixed upstream in 2016-08-31:
https://sourceforge.net/p/net-snmp/bugs/2678/

The fix for this, kindly attached here by Sven from upstream, is
trivial. It changes only 2 lines, and does not change program behavior
in any way other than to fix broken memory management.

Please backport this to stable Debian Jessie. Network management
software such as Netdisco or Netdot relies on periodically retrieving
the ARP tables via SNMP for day to day management. With this bug, I'm
getting only a partial random view of the access network.
