Thanks for asking!

I am unaware of what Samba provides - do you have a good link for that? 
Do you know if it offers AFP (Apple Filesharing Protocol), or it is 
recent systems gaining support for SMB - because if it is the latter 
then I believe it still makes sense to maintain Netatalk - e.g. for 
those wanting to connect from the internet to an AFP share.

My current conservative plan is 1).

I may find time to introduce Netatalk 3.x as a separate package.  But to 
get that into Buster will need someone testing if it works.  You, 
perhaps?
