Right.  But there are sometimes situations where there is no robust 
upgrade support, especially if the very purpose of a new release was to 
improve the previously incomplete upgrade support.  If you're tracking 
unstable, you're just out of luck in those cases.  The previous version 
wasn't even in testing, so we're not going to bother creating 
after-the-fact upgrade support from unstable versions which don't even 
exist anymore in the archive.
