Hi,

Transition packages are needed in the ntp-* -> ntp transition, as ntp-simple
(at least, ntp-refclock probably does the same) removes the ntp user in
its postrm script.

So, purging ntp-simple once the new ntp package is installed leads to ntp
being unable to restart because the username specified doesn't exist, and
other funny things.
