[pkg-ntp-maintainers] Bug#384857: I believe init.d/ntp will not add a user, just a group.

1) I can confirm that *purging* the ntp-* packages removes the ntp user and group.
I don't have logs but after the purge the ntp user and group are no longer there.

2) I believe the adduser line in the (new) ntp package will only add an ntp group,
not an ntp user. This is according to my understanding of the adduser man page.
