Then you better just disable that and run only the ntp server.
Most machines out there need correct time (e.g. for correct log data).

The alternative solution would be to define a runlevel or whatever, 
where we KNOW that we now have external connection and step 
the time only then.

A third and very cheap alternative would be to ask the user, whether 
slewing or stepping is wanted and keep the ifup based solution.
