[pkg-ntp-maintainers] Bug#121819: Comment on ping-based workarounds

  I realize this is sort of late-breaking, but I've just run into
this bug (and implemented Thomas Hood's suggested work-around).

  I want to point out that, while Hood's workaround is nicer, it 
induces a dependency on the "fping" package, which is packaged
separately from "ping", and at least in "Sarge", is not included
in the default install.

  Therefore, as a long-term fix invisible to users, 
Meyerhans' workaround may be better, as it does not induce
any new dependencies.  

  This is particularly relevant in light of the apparent 
dependency issue of Bug #376295.
