[pkg-ntp-maintainers] Package merging: configuration files

I'm working on the package merging, as previously discussed.  One little 
problem is that a number of configuration files will be moving to a 
different package and will be renamed, namely

/etc/init.d/ntp
/etc/logcheck/ignore.d.server/ntp
/etc/network/if-up.d/ntp
/etc/cron.daily/ntp
/etc/cron.weekly/ntp

My view is that we're going to end up replacing most of these anyway.  
The cron jobs should be switched to logrotate, the ifup stuff is 
trivial, the logcheck stuff is purportedly buggy anyway, and the init 
script will need review for LSB features.  So I'm inclined not to 
bother with any kind of upgrade help right now.
