sntp was never part of the debian ntp package, and has license
problems so is removed in the current svn version.  As it is in
the source, it doesn't have any license.

Anyway, compiling what is in the upstream tarball gives:
-rwxr-xr-x 1 kurt kurt 102198 Jul 16 10:04 sntp

Which is half the size of ntpdate.

But it should be possible to find software that is still alot
smaller than that.
