[pkg-ntp-maintainers] Bug#380233: Increase 380233 severity to serious

The affected ntp packages are set to migrate into testing today, after
only 2 days, due to a high urgency upload that didn't manage to migrate,
 two months ago.

I hope I'm not overstepping my bounds as an ordinary user too badly by
doing so, but I'm increasing the severity of this bug to serious.

My aim in doing so is to ensure that a Debian maintainer reviews this
bug before the 4.2.2 packages enter testing.

If a maintainer decides that this issue isn't serious enough, and wants
to knock the severity back down again, I shan't mind at all - I just
want to be sure that this issue receives human attention before testing
migration, which the abnormal shortening of the 10-day delay due to the
sticky high urgency persisting from two months ago might otherwise
circumvent.
