[pkg-ntp-maintainers] Package merging

Several bugs and previous discussion show that the current package 
structure does not make sense to very many people.  I would suggest 
that we merge together ntp, ntp-simple, ntp-server, ntp-refclock into a 
single ntp package.  This is what most people want to use anyway when 
they think "let's install ntp" or "apt-get install ntp".  The use case 
for having a separate ntp-{clients|tools} containing just a few 
programs from the current ntp package does not seem to be significant 
(and, if I understood this right, it was never the intent of the 
package split to have a separate tools package).

So eventually we'd end up with these packages:

ntp
ntp-doc
ntpdate
ntpdate-udeb
