According to my logs (sorry for the slow reply):
2006-10-29 01:17:42 remove ntp-simple 1:4.2.0a+stable-9 1:4.2.2.p4+dfsg-1
2006-10-29 01:17:43 purge ntp-simple 1:4.2.0a+stable-9 1:4.2.2.p4+dfsg-1
it seems that 1:4.2.0a+stable-9 was purged.

I have testen an upgrade from sarge to etch (in a chroot) and that seems
to go fine, even if you purge the ntp-simple package afterwards. Also,
since the ntp user is not in sarge upgrades will likely not be effected
by this problem.
