I suggest that one of the 2 packages drops the file.

It seems that in sarge, we have a "ntp" from the logcheck package
and "ntp-server" from the ntp-server package, and ntpdate from the
ntpdate package.

In unstable, we have both logcheck and ntp shipping ntp, and ntpdate
still ships ntpdate.
